Dominic Quai is a founding Director of Gibson Quai and has over 25 years of technical and business experience in the telecommunications industry. Since 1986, he has worked as a consultant, initially with a multi-disciplinary national consulting firm and then with Gibson Quai Pty Ltd which he co-founded with Cliff Gibson in 1988.

When Gibson Quai acquired and merged with AAS Consulting Dominic was appointed CEO for the merged company.

Dominic's areas of expertise cover telecommunications strategy, business planning, regulatory and investment analysis. Dominic has been at the leading edge of providing strategic, policy and investment advice in the area of broadband and wireless communications to a number of corporate, government investor and Telco clients including Alcoa, DBCDE, ACCC, Deutsche Bank and Vodafone

CLIFF GIBSON - DIRECTOR – VICTORIA & TASMANIA
Dip EE, BE (COMMS), FIE (AUST)

Cliff Gibson commenced his career with Telecom Australia in 1969 as a Trainee Technician. After completing a Diploma in Electronic Engineering and a Bachelor of Engineering Degree (Communications) he was promoted to a Telecommunications Engineer where he worked for a number of years in the network planning, construction and external plant areas.

In 1981 Cliff established the communications consulting discipline in a multi-disciplinary National Consulting practice.

In 1988 Cliff founded Gibson Quai Pty Ltd in conjunction with Dominic Quai.

Cliff has highly developed and extensive expertise across all areas of telecommunications and is substantially involved in providing strategic business focused telecommunications and regulatory advice to major clients, including regulators and carriers.

Cliff is a Director of Gibson Quai-AAS and is responsible for the management of the Melbourne Office and the strategic direction of the Company. He is responsible for the management of major projects undertaken by the Company and regularly manages projects that involve a team of experts from multiple Gibson Quai-AAS Pty Ltd offices.

Kit has over 25 years of experience in telecommunications and information systems, 15 of these in a consulting capacity. He provides strategic planning advice to a wide range of organisations to assist in aligning their communications and information capabilities with their business directions and objectives.

Kit is considered an industry expert in the areas of Public Safety, Police and Emergency Services mobile voice and data communications.

Kit has led and carried out a wide range of strategic planning, project planning and implementation consultancy projects for Corporate and Government clients.

He has extensive experience in tender preparation and negotiation, assessment for contracting out communications services, planning and establishment of carrier telecommunications, project planning and implementation. Kit has successfully led major technical consultancy teams for large government and corporate clients nationally and has designed and implemented a number of complex radio systems, data communications and voice networks.

Kit has presented papers and chaired at major national emergency services and mobile communications forums and is an active member of the Australian Telecommunications Users Group.

Kit graduated with a Bachelor of Engineering (Communications) from the University of Western Australia in 1977.

Kit subsequently worked in engineering roles for Telstra and for a national consultancy engineering practice prior to joining Gibson Quai Pty Ltd in 1988.

TIM MALONE – PRACTICE DIRECTOR -QUEENSLAND
BE (Hons). MBA Brisbane - BSc, MIE (AUST)

Tim has over 30 years experience as a technical manager in the Department of Defence, Brisbane City Council, and Gibson Quai-AAS. He is currently the manager responsible for our Brisbane Office.

Tim undertakes strategic and operational planning and management functions and the specification, procurement and implementation of information and telecommunications services, facilities and systems.  His experience includes responsibility for corporate strategic planning of telecommunications requirements, management reviews and audits of information and communications capabilities.

Tim’s expertise includes outsourcing, internal cost recovery, service level agreements and incentive schemes.   He has represented his organisation to various levels of government from federal to local, and has participated in national standards development processes.

DAVID SWIFT - BUSINESS DEVELOPMENT DIRECTOR – NEW SOUTH WALES

David is a well known telecommunications industry expert. He was the Principal of AAS Consulting when it was acquired and merged with Gibson Quai in 2004.

David is now the Business Development Director of Gibson Quai – AAS Sydney office and continues to be an active contributor to the development of the telecommunications industry within Australia.

In addition to his frequent commentary at industry forums, David is a Director and the Chairman, of the Australian Telecommunications Users Group (ATUG).

In addition to his role in the management of Gibson Quai - AAS, David is an active senior communications consultant who is involved in many of the firms projects. David has been either the Project Manager or a main contributor to many of Gibson Quai – AAS’s recent major assignments including the establishment of new carriers, strategy studies, business studies and reviews of telecommunications facilities and services on behalf of an extensive client base.

David has extensive experience in the management of consulting projects across a wide range of industries including telecommunications, power, water, banking and finance and government services including a number of projects related specifically to opportunities available to government and private organisations to utilise core assets for telecommunications purposes.

Prior to joining the firm, David was the Communication Services Manager for Westpac where he was directly responsible for the analysis, design and initial implementation of all the bank's communication facilities, including its EFTPOS network, PABX network and its extensive IBM SNA network. In this role he was also responsible for initiating the bank's long term communications strategy.

David also held several engineering and management positions in Telecom Australia, where he gained extensive experience in the analysis, implementation and support of a wide range of communication network products and services.

David Swift holds the degree of BE (Electrical Engineering.

ROBERT TAIT – ASSOCIATE DIRECTOR – SOUTH AUSTRALIA
BE, MBA

Robert has nearly 25 years of experience in telecommunications and related technologies, systems and business processes.  He has provided strategic and tactical planning advice to a wide range of organisations that have been seeking to upgrade existing communications infrastructure or exploit new converged communications technologies and/or business processes.   

Robert has undertaken numerous corporate strategic reviews of telecommunications requirements, the audit of communications infrastructure and services, as well as organizational reviews of communications capabilities and sourcing options.  He has also had extensive involvement in the development of business cases for the deployment of new communications solutions; technical, commercial and negotiation aspects of procurement, as well as the subsequent implementation and project management of the selected solution(s).   His technical and business expertise covers a variety of communications technologies/solutions, including contact centre technologies, converged IP communications and various mobile communications technologies.

Prior to joining the firm, Robert worked as a Strategic Advisor to the South Australian Government on telecommunications strategy and policy, in particular as it related to the out-sourcing of telecommunications within the public sector.  Robert provided technical advice on mobile radio and private voice and data network infrastructure, and was also involved in feasibility studies and in the development and implementation of procurement strategies for telecommunications services and equipment.

Early in this career, Robert worked for Telecom Australia in various engineering and project management roles where he gained extensive experience in the implementation of telecommunications infrastructure, particularly in regional and remote areas.

GARY WORSDELL - PRACTICE DIRECTOR – WESTERN AUSTRALIA & NORTHERN TERRITORY

Gary has over 35 years experience in the telecommunications industry and has extensive technical experience with local, national and international communications networks.  He is currently the manager responsible for our Perth Office.

Gary’s key expertise lies in the area of radio and transmission, including the strategic planning, design and implementation of major infrastructure projects in urban and rural environments.  He provides strategic advice to mining and oil & gas organisations regarding site and head office telecommunications, rail network voice and data mobile radio.  For private, government and emergency services organisations, he provides strategic advice regarding tactical and business mobile communications, wireless services and supporting infrastructures.

At industry national conferences, Gary has presented papers on digital mobile radio technical and business aspects.  

He has also provided expert advice to AusAID with respect to aid funding in Mozambique and scoped a Strategic Telecommunications Plan for South Africa.

Prior to joining Gibson Quai in 1991, Gary was with Telecom Australia in various engineering roles including the design of major microwave radio, other rural communications systems, and planning of public communications in the Perth metropolitan area. 

As a senior expert to the International Telecommunications Union (under the United Nations Development Programme), Gary planned and specified procurement of a national rural telephony network in Nepal and a microwave radio network throughout Bhutan.

Mevan Jayatilleke - Managing Director of Telsyte

Mevan is the Managing Director of Telsyte, the research arm of Gibson Quai-AAS. Mevan is responsible for the company’s business operations, directions and research/consulting activities. In addition to managing the business, has responsibilities for marketing, heading up custom research projects, staff development and management of the quality system, and resource management. Mevan is also involved in sourcing and securing new business opportunities.

Mevan has over 10 years experience in the telecommunications industry in Australia and the United States. His areas of specialisation include telecommunication & IT technical, strategic & business consulting, procurement, solution architecture, process reengineering and project management. He also has extensive technical experience in broadband transmission and access networks and blended IT and telecommunication solutions .

GRAHAM SMITH – PRACTICE DIRECTOR – NSW & ACT

BE (Hons), BSc,  MBA.

Graham is the manager responsible for the Sydney and Canberra Offices.  In his 30 year professional career he has twenty years experience as a management consultant, including fifteen years in telecommunications. 

One of Graham’s key areas of experience has been managing Gibson Quai – AAS consulting teams in developing telecommunications strategies for major organisations.  He has also led the development of business cases for multi-million dollar telecommunications projects for many different clients. 

Graham has extensive project management experience including: the roll out of an IP network nationally for a major bank; the program manager of $500 million of projects required for new carrier in Australia to launch their first cellular mobile network; and twelve months running a team which improved the scheduling of an $8 billion defense project to bring it back on track.

During his consulting career Graham has also carried out many projects in the areas of; asset management, process and service delivery improvement and cost reduction.  Before joining Gibson Quai – AAS in 2000 Graham worked for a global management consulting company and prior to that he spent ten years as an operations manager in industry.
